El objetivo del artículo es analizar las formas de articulación entre el presupuesto participativo y las instituciones político-representativas locales (gobierno y partidos) en las experiencias de las ciudades de Córdoba, Gualeguaychú, Paysandú y Montevideo. En primera instancia, se presenta un modelo teórico de análisis con tipos ideales, que expresan formas posibles de relacionamiento. Seguidamente, utilizando el modelo planteado, se analizan los cuatro casos, en dos momentos diferentes, separados por una elección de gobierno local. Finalmente, se señala, en función de los (...) casos estudiados, cómo en escenarios de participación plural y alcance restringido la mayor institucionalización generaría un estímulo para ir paulatinamente ampliando el alcance.The aim of the article is to analyze the forms of articulation between the participatory budget and the local political-representative institutions (government and parties) in the experiences of the cities of Córdoba, Gualeguaychú, Paysandú and Montevideo. A theoretical analysis model with ideal types expressing possible forms of articulation is presented in the first instance. Then, using the model presented, the four cases are analyzed in two moments of time separated by a local government election. Finally, it is pointed out how in scenarios of plural participation and restricted scope greater institutionalization could generate an incentive to gradually expand the scope. (shrink)

In this study, a hybrid model based on intelligent techniques is developed to predict the active power generated in a bioclimatic house by a low power wind turbine. Contrary to other researches that predict the generated power taking into account the speed and the direction of the wind, the model developed in this paper only uses the speed of the wind, measured mainly in a weather station from the government meteorological agency (MeteoGalicia). The wind speed is measured at different heights, (...) against the usual measurements in others researches, which uses the wind speed and the direction measured in a weather station on the wind turbine nacelle. The prediction is performed 30 minutes ahead, what ensures that the Building Management System knows the energy generated by the low power wind turbine 30 minutes before, and it can adapt the consumption of different equipment in the house to optimize the power use. The main objective is to allow the Building Management System to optimize the uses of energy, taking into account the predicted amount of energy that will be produced and the energy consumed in the house. The developed model uses a hybrid topology with four clusters to improve the prediction, achieving an error lower than 6.5% for Mean Absolute Error measured in a final test. To perform this test, part of the original dataset was isolated from the beginning of the training process to check the model with a dataset that is not used before, simulating the model as it is receiving new data. The concept of indiscernibility in a structure is analysed with the aim of emphasizing that in asserting that two objects are indiscernible, it is useful to consider these objects as members of (the domain of) a structure. A case for this usefulness is presented by examining the consequences of this view to the philosophical discussion on identity and indiscernibility in quantum theory.

To investigate the effects of two different modes of physical activity on body composition, physical fitness, cardiometabolic risk, and psychological responses in female adolescents participating in a multi-disciplinary program. The 12-week randomized intervention included 25-adolescents with overweight divided into two groups: sports practice-SPG and functional training-FTG. The SPG intervention was divided into three sports: basketball, handball, and futsal. SPG participants performed one sport 3-times/week, over the course of 1 month. The FTG performed concurrent exercises 3-times/week. This study was registered in (...) Clinical Trials Registry Platform under number: RBR-45ywtg and registered in Local Ethics Committee number: 2,505.200/2018. The intensity of physical exercises-PE was matched between groups by the rating of perceived exertion. The primary outcome was body composition, and secondary outcomes were physical fitness, cardiometabolic risk, and psychological responses. There was a significant time-effect for body mass, body mass index, and low-density lipoprotein, all being reduced. There were increases over time for musculoskeletal mass, aerobic fitness, and high-density lipoprotein. There was a group time interaction with body fat percentage being lower post-intervention in the SPG. No significant differences were observed for the other variables. Both physical activity models were effective in improving a subset of obesity-related health parameters. The findings should be extended by further investigation using more sophisticated measures of energy expenditure.Clinical Trial Registration:https://ensaiosclinicos.gov.br/, identifier: RBR-45ywtg. In recent years, applied ethics has taken on board the various dimensions of public reason that can no longer be reduced to the political construction of a common will. While the question of a just society has traditionally been found in the political dimension, the state and its institutions, current globalization has broken this state monopoly over what is public, opening the way for other institutional actors with the same or greater power to intervene in the public space, actors that (...) have little or nothing to do with representation, majority rule, etc. As the current financial downturn clearly demonstrates, states are pandering to the markets, striving to ‘get their houses in order’ to meet the demands imposed by the global financial magnates. It seems, at least to most citizens, that public politics, like the state’s capacity to deal with social and economic rights, no longer depends on either governments or their ability to govern. So should they be left out of a public reason that is capable of explaining whether they are just or otherwise? The ethical perspective –known to be a critical perspective– cannot remain silent about this new scenario. The present proposal attempts to combine applied ethics, which takes in the logic of social practices, with new contributions from institutional design theories that set out to analyse the power and responsibility of these institutions from ‘inside’, as institutional actors. In this short paper my analysis focuses on the ethical dimension of institutional design, specifically in a proposal for an institutional ethics that is a fundamental part of any applied ethics. The paper aims to explain in what way we can speak of an institutional morality to demonstrate that these civil society institutional actors hold some of the responsibility for facing the problems of defining and managing what is public. An ever-evolving phenomenological-enactive perspective can expand our reflection on the entanglement between enactive subjects and their living ecologies. This article applies certain classical phenomenological projects and their enactive extension to public phenomena (objects, spaces, events, etc.). As an instance of the embodied cognition discourse, this research also aims to thematize the enactive, affective, and intersubjective aspects of the relation to the (urban) Lebenswelt. This may help in understanding both the potential of the phenomenological-enactive methodology and the processes of an embodied (...) intersubjective co-constitution of a public ethos. Theoretical ideas presented in the article are illustrated with reflections on some concrete public phenomena. (shrink)

da Costa’s conception of being modifies that of Quine to incorporate relativization to non-classical logics. A naturalistic view of this conception is discussed. This view tries to extend to logic some ideas of Maddy’s naturalism concerning mathematics.

Virtual reality is a useful tool to study consumer behavior while they are immersed in a realistic scenario. Among several other factors, personality traits have been shown to have a substantial influence on purchasing behavior. The primary objective of this study was to classify consumers based on the Big Five personality domains using their behavior while performing different tasks in a virtual shop. The personality recognition was ascertained using behavioral measures received from VR hardware, including eye-tracking, navigation, posture and interaction. (...) Responses from 60 participants were collected while performing free and directed search tasks in a virtual hypermarket. A set of behavioral features was processed, and the personality domains were recognized using a statistical supervised machine learning classifier algorithm via a support vector machine. The results suggest that the open-mindedness personality type can be classified using eye gaze patterns, while extraversion is related to posture and interactions. However, a combination of signals must be exhibited to detect conscientiousness and negative emotionality. The combination of all measures and tasks provides better classification accuracy for all personality domains. The study indicates that a consumer’s personality can be recognized using the behavioral sensors included in commercial VR devices during a purchase in a virtual retail store. (shrink)

Introducción: El embarazo, aborto, las infecciones de transmisión sexual incluido el Virus de Inmuno Deficiencia Humana, se han convertido en problemas sanitarios de mayor vulnerabilidad en jóvenes. Objetivo: Describir las conductas de riesgo y prevalencia de problemas sexuales y reproductivos de estudiantes universitarios. Método: Investigación descriptiva, el universo estuvo constituido por alumnos de dos grupos de segundo semestre; el grupo de estudio conformado por la totalidad de estudiantes de la Facultad de Salud Pública ; y el control seleccionado mediante una (...) muestra aleatoria de estudiantes del resto de las facultades, se realizó esta selección con el propósito de valorar la homogeneidad de las variables entre los grupos. Resultados: Existe homogeneidad en la mayoría de conductas de riesgo y problemas sexuales en los grupos, en consecuencia estas variables no están influenciadas por la pertenencia a la Facultad de Salud Pública. Se evidencian conductas de riesgo como: inicio temprano de relaciones sexuales, múltiples parejas, infidelidad, relaciones sexuales ligadas al consumo de sustancias, dificultades con el uso de métodos anticonceptivos o de protección; se encontró prevalencia de problemas como: experiencia de embarazos, la mayoría no planeados, abortos inducidos y presencia de infecciones de transmisión sexual. Conclusiones: Existe vulnerabilidad en la salud sexual y reproductiva de los jóvenes universitarios independientemente de la formación que reciben, por tanto, emerge la necesidad de buscar alternativas integrales de promoción, prevención y educación sexual integral. Introduction: Pregnancy, abortion, sexually transmitted infections including Human Immunodeficiency Virus, have become a health problem of more vulnerable in young people. Objective: To describe risk behaviors and prevalence of sexual and reproductive problems of university. Method: Descriptive study, the universe consisted of students from two groups of second semester; the study group is conformed by students of the Public Health Faculty ; and control selected by a random sample of students from other faculties, in order to assess the homogeneity of the variables between groups. Results: Homogeneity exists in most risk behaviors and sexual problems in groups, therefore these variables are not influenced by membership in the Public Health Faculty. Risk behaviors as evidence: early initiation of sexual activity, multiple partners, infidelity, sexual relationship linked to substance consumption, which prevails alcohol, together with the non-use or inappropriate use of contraception or protection; experience of pregnancy, most unplanned, induced abortions and the presence of sexually transmitted infections: prevalence of problems as found. Conclusions: There is vulnerability in sexual and reproductive health of young students regardless of their training, thus emerges the need to find alternatives comprehensive promotion, prevention and comprehensive sex education. Resumo: Este artigo se propõe a refletir sobre a possibilidade de a biotecnologia promover uma nova forma de criação do humano e sobre como isso pode alterar a compreensão ética do que significa ser humano. Tendo como pano de fundo a contraposição entre duas idéias de humano – como sujeito ativo da seleção e como sujeito moral dotado de autonomia, autenticidade e autocompreensão ética da espécie –, o objetivo é analisar os argumentos apresentados por dois importantes filósofos contemporâneos acerca da (...) biotecnologia. Apresento e contraponho os argumentos do debate entre Peter Sloterdijk, no texto Regras para o parque humano, e Jürgen Habermas, na obra O futuro da natureza humana, identificando e debatendo suas posições acerca do papel das biotecnologias para o futuro da humanidade. The generic idea that the human should enhance seems uncontroversial. However, there is a great controversy about the meaning of enhance and the means that should be used. The possibilities of enhance humans through the use of biotechnology are a central theme of the current bioethical debate. Human Enhancement is the concept used to translate the idea that a biotransformation would generate a bioenhancement. In this article, we present a proposal for a factual-elementary framework of the generic concept of human (...) enhancement, in order to highlight the differences between a normative terminology and a descriptive terminology. Then, we contest the radical polarization that creates a harmful bias in the debate, arguing that what is at issue is a decision making based on non-universal value judgments. (shrink)

In Piñeros Glasscock (2020) I presented a version of Williamson’s anti-luminosity argument against the Anscombean thesis that intentional action entails knowledge. I defend this argument from recent criticisms by Beddor and Pavese (2022) and Valaris (2021). I argue that contrary to what my past self and my critics suggest, the conclusion of this anti-luminosity argument does not rest on the existence of essentially intentional actions. The argument can be recast based on the humbler premise that agential cognition must represent actions (...) as intentional. I show that this claim is well motivated by precisely the considerations of control behind the objections. (shrink)

In this study, we examine the influence of senior leadership on firms’ corporate social responsibility. We integrate upper echelons research that has investigated either the influence of the CEO or the top management team on CSR. We contend that functional experience complementarity between CEOs and TMTs in formulating and implementing CSR strategy may underlie differentiated strategies in CSR. We find that when CEOs who have predominant experience in output functions are complemented by TMTs with a lower proportion of members who (...) have experience in output functions, there is a pronounced effect on the community, product, and diversity dimensions of CSR. In turn, when output-oriented CEOs are complemented by output-oriented TMTs, we observe an effect on the employee relations dimension of CSR. Interestingly, we find no influence of CEO-TMT complementarity on the environment dimension of CSR. In general, our empirical results support the relevance of the interaction between CEOs and their TMTs in defining their firms’ CSR profile. (shrink)

¿En qué momento la palabra “crisis” se convirtió en un lugar común para interpretar el presente? ¿De qué vocabularios filosóficos disponemos y/o necesitamos crear para pensar el presente? En este artículo, mi objetivo consiste en plantear un diálogo entre el feminismo posthumano de Rosi Braidotti y la práctica teórica de la descolonización de Silvia Rivera Cusicanqui para elaborar una lectura afirmativa del presente a partir de la visión que estas pensadoras proponen sobre el tiempo, problemática común en la obra de (...) ambas autoras. Se trata de dos prespectivas contemporáneas de pensamiento y práctica política densas e imaginativas que, hasta el momento, no han sido puestas en relación. Establecer y desarrollar los términos conceptuales en que esta conversación puede ser relevante para el análisis crítico de nuestra contemporaneidad y para configurar una comprensión creativa de la temporalidad constituirá el principal aporte de este trabajo. Para abordar esta temática, en primer lugar, atenderé al análisis de la experiencia contemporánea del tiempo como la vivencia de una “crisis sin fin” y me preguntaré, con Myriam Revault, acerca de la capacidad explicativa del término “crisis” para dar cuenta del presente. En segundo lugar, expondré el estudio llevado a cabo por Braidotti sobre la experiencia temporal en el capitalismo actual y discutiré su noción de “sincronización”. Por último, explicaré las fuentes y repercusiones de la multiplicidad y heterogeneidad de los tiempos según la epistemología ch’ixi de Rivera Cusicanqui. (shrink)

Se aborda el pensamiento de E.M. Cioran desde la perspectiva de un sinsabor vital denominado sentimiento de muerte. El término, aunque aparece solo en su primer escrito, es transversal a toda su obra, puesto que para el autor los seres humanos nos intuimos como posesos de la muerte en cada momento de nuestra existencia. Esto cambia el tono normal de la vida, al poner frente a la persona una realidad carente de sentido y dominada por circunstancias radicales y limitantes como (...) el dolor y la agonía, que culmina en una atmósfera gobernada por la intuición trágica de la vida. Conminado por su deseo apetitivo de mirar unos cadáveres en descomposición, Leoncio no puede resistir y, encolerizado, cede a la tentación (República 439e-440a). El episodio pretende mostrar que la impulsividad y el apetito constituyen dos partes distintas del alma. La pregunta es: si no hay intervención de la racionalidad, ¿según qué parámetro el thymós considera que mirar los cadáveres es algo que no se debe hacer? Si, como creen algunos especialistas, el thymós actúa según un marco axiológico aportado por lo (...) logistikón, entonces Leoncio sería un incontinente. En el presente artículo intentaremos mostrar, apelando a diversos pasajes de los libros VIII y IX de la República, que Leoncio no es un incontinente, sino que la parte impulsiva del alma no se opone al apetito según parámetros vinculados con la racionalidad, sino propios. Forced by his appetitive desire to look at some corpses, Leontius can not resist and, furiously, yields to the temptation and looks at them (Republic 439e-440a). The episode tries to show that the spirited and the appetitive are two different parts of the soul. If there is no intervention of rationality, the question is: according to which parameter the thymós considers that looking at the corpses is something that must not be done? If, like some scholars believe, thymós is guided by values given by the logistikón, then Leontius would be an incontinent agent. In this paper we shall try to show that, according to several passages of books VIII and IX of the Republic, Leontius is not an incontinent agent since the spirited part of his soul challenges the appetitive part not because of rational principles but because the values it defends on itself. Argentina’s recent trajectory has provoked several discussions in the last few years. Most of them have centred on the character of the new mode of development presumed to have appeared in the wake of the crisis of neoliberal rule. This article provides an analysis of the changes and continuities in capitalist development in Argentina after the crisis of 2001. We provide extensive evidence regarding changes in the mode of development which, we propose, has shifted towards a neo-developmentalist alternative. While we (...) argue that this strategy perpetuates capitalist domination, more importantly we stress that it also implies significant changes from the previous pattern of development. Particularly, the new mode of capitalist development creates a new set of public policies that mediate class-conflict in renewed ways. (shrink)

Automatic control of physiological variables is one of the most active areas in biomedical engineering. This paper is centered in the prediction of the analgesic variables evolution in patients undergoing surgery. The proposal is based on the use of hybrid intelligent modelling methods. The study considers the Analgesia Nociception Index to assess the pain in the patient and remifentanil as intravenous analgesic. The model proposed is able to make a one-step-ahead prediction of the remifentanil dose corresponding to the current state (...) of the patient. The input information is the previous remifentanil dose, the ANI variable and the electromyogram signal. Modelling techniques used are Artificial Neural Networks and Support Vector machines for Regression combined with clustering methods. Both training and validation were done with a real dataset from different patients. Results obtained show the potential of this methodology to calculate the drug dose corresponding to a given analgesic state of the patient. (shrink)
